Brazil is Latin America’s largest cloud market, and the figure is concrete: R$ 85 billion generated in 2025, up 35.5% in one year, per Brasscom.
The paradox is what teaches: the region’s fastest-growing market has the lowest FinOps maturity on the ruler. Growth without governance is waste’s classic design, and Brazil’s is being assembled in real time.
The size we already are (and what comes)
R$ 85 billion is the base year. The cloud investment projection for 2026 through 2029 reaches R$ 765.6 billion, inside the R$ 2 trillion technology plan through 2029, with data centers at the center. The IT macro-sector already moved R$ 919.7 billion, 7.2% of GDP.
Three waves add up to the expansion: hyperscalers arriving with local capacity, the data center industry ReData unlocked, and AI acceleration by ordinary companies. The Brazilian cloud buyer has more options today than two years ago, and the options arrive with invoices.
The pattern Brazil is set to repeat (without governance)
The global script is known: grow first, govern later, discover waste in the audit. Flexera measured 29% waste in global IaaS and PaaS spend, and Harness measured 26% in AI spend, with 52% of companies having no cost owner.
Brazil has every ingredient of the pattern: accelerating growth, expanding AI adoption, and beginner FinOps maturity. The difference is Brazil holds the manual before paying the invoice’s peak. The ruler is known, tested, and cheap to start.
The ruler that fits in one week
The start of maturity costs no license, it costs discipline:
- Inventory with owners: every workload with monthly cost and a responsible party who sees their own invoice.
- Review cadence: weekly for AI, at least biweekly for cloud; quarterly cadence is where waste has birthdays.
- Lifecycle: every resource with an expiry date or a permanent justification.
- The right location: hosting national load near the user, priced in local currency with LGPD by default.
Tools come later, once the habit exists. The inverted order (buying a dashboard before naming an owner) is the error the 26% case documented.
Conclusion
R$ 85 billion with beginner maturity is the definition of opportunity: every real invested in a cost ruler now avoids the waste percentage the world market pays as standard.
Brazil has the manual in hand, a formed community, and an open window. What is missing is starting with this week’s inventory. The 2027 invoice will exist either way; the question is with how many owners, at what cadence, and with how much waste.
