AI buys the power plant: energy independence enters the data center design

In the United States, AI reopened a nuclear plant. In Brazil, it got a law requiring own generation or a direct contract.

The number that sizes the arrival

Brazil''s grid operator received access requests for data centers totaling almost 20 gigawatts between 2025 and 2026, according to director-general Marcio Rea. That is the equivalent of about 30% of the country''s energy.

In the US, the answer was to buy the plant

Microsoft signed a 20-year contract to restart Three Mile Island Unit 1, 835 megawatts, with return expected in 2027. Amazon closed 1,920 megawatts of nuclear with Talen through 2042, and Meta secured 1,121 megawatts for 20 years.

Chevron went further: a 2.67 gigawatt gas plant co-located with a data center in Texas, off the grid in the initial phase. The contract runs 20 years.

The thesis those four numbers tell: AI stopped buying energy on the market and started buying generation. When demand reaches that scale, the grid becomes the bottleneck and the power plant becomes a project item.

Brazil chose the same path, by law

The Redata, sanctioned in September, requires data centers in the regime to meet 100% of demand from renewable sources, via supply contract or self-generation. Self-generation was already the sector''s preferred strategy before the law, and the grid operator projects data center load growing from 304 average megawatts in 2026 to 3.5 gigawatts in 2030.

Brazil''s regulatory sequence closed the package: the tax regime approved in September unlocked the cost of building, the transmission access auction unlocked the connection timeline, and now the renewable requirement defines the generation design. Meanwhile, the international contrast continues: Texas freezes licenses and charges deposits, while Brazil approves an auction with price and winner.

What changes in the project design

For anyone designing a data center in Brazil, the power plant entered the project design. The question stops being what the megawatt-hour costs in the tariff and becomes who produces, where, under what contract.

At Tech86, energy is the first line of the project spreadsheet: load sizing, supply contract and self-generation enter before the site choice.

Conclusion

AI''s energy independence is not a speech: it is a contract line. In the US, with a plant restarted and 20-year terms; in Brazil, with a law requiring own generation or direct contract on an 88% renewable grid. Whoever designs a data center in Latin America this decade designs the power plant too, or inherits the bottleneck of whoever did not.

Frequently Asked Questions

Brazil's grid operator (ONS) received access requests for data centers totaling almost 20 gigawatts between 2025 and 2026, according to director-general Marcio Rea. That is the equivalent of about 30% of the country's energy. And the load projection: from 304 average megawatts in 2026 to 3.5 gigawatts in 2030.

Buying generation, not just market energy. Microsoft signed a 20-year contract to restart Three Mile Island Unit 1, 835 megawatts, with return expected in 2027. Amazon closed 1,920 megawatts of nuclear with Talen through 2042, Meta secured 1,121 megawatts for 20 years, and Chevron announced a 2.67 gigawatt gas plant co-located with a data center in Texas, off the grid in the initial phase, also for 20 years.

The Redata, sanctioned in September, requires data centers in the regime to meet 100% of demand from renewable sources, via supply contract or self-generation. Self-generation was already the sector's preferred strategy before the law, so the legislation formalized the path the market had already chosen. It is the same window the [Senate opened with the regime approval](https://www.tech86.com.br/en/blog/redata-aprovado-senado-r-52-bilhoes-data-centers).

Because when demand reaches AI's scale, the grid becomes the bottleneck and the power plant becomes a project item. The question stops being what the megawatt-hour costs in the tariff and becomes who produces, where, under what contract. It is the same shift we documented in the [Texas case, where the bottleneck became queue time](https://www.tech86.com.br/en/blog/texas-congela-licencas-data-center-fila-474gw).

Structural advantage: an 88% renewable grid, a legal requirement the market already met, and energy to spare in the country. It is the [third power thesis](https://www.tech86.com.br/en/blog/brasil-2-trilhoes-tecnologia-2029-data-centers) in its energy chapter: while the US buys plants to restart, Brazil already has the generation and is auctioning access. For anyone designing a data center in Latin America, the power plant entered the project design.
